Cemal is a civil engineer with more than 20 years in highway, railway and urban infrastructure design across Türkiye, Qatar, Azerbaijan and Uzbekistan. He is currently serving as a design coordinator in the public sector in Qatar, with Ashghal (the Public Works Authority), where he coordinates and reviews concept, preliminary and detailed highway designs prepared by in-house teams and external consultants, and manages interfaces with utility and transport agencies.
Before that he spent almost five years as Design Chief for Tekfen Construction on the Al Khor Expressway, coordinating highway, structures, traffic, wet and dry utility design for one of Qatar's largest road contracts. Earlier roles include metro and light rail alignment design for the Istanbul Airport Metro and Antalya's light rail with Yüksel Proje, and managing the highway design team for the Yusufeli Dam relocation roads – a mountain highway largely in tunnel.
He works in Civil 3D, MicroStation, InRoads and OpenRoads and applies AASHTO, national and authority standards day to day.
